Joakim Ryan has signed a tender offer with the Dubuque Saints for this coming season. Dubuque will be one of two expansion teams in the USHL this fall, joining Muskegon.

What is meant by "tender offer"? Obviously, he couldn't be paid.

Means he didn't need to sweat out the draft for one thing. Additionally, if a player thinks he's a good fit with a team, signing an official offer gives the player more control on where he plays (vs the draft) and allows the team to use a draft pick on another player. There's some debate over whether a tendered player has a better chance of making a roster than a drafted player -- obviously, playing well in camp betters one's chance in either case.
